Assuming that's correct, if I had the level 3 Marksman skill (2 spaces away), I could take the same shot, but hit something in the long room connected to the corner room downstairs, right? So, I could be staring upstairs where the yellow Gate is, and hit something downstairs where the red cultist or Gate is. Is that right?

This is all correct, but you're describing it in a way that exaggerates how improbable it seems. Where your mini is placed on a space doesn't indicate actual positioning. You could be anywhere in that space. So consider your example could represent standing at the top of the stairs and shooting at something just on the other side of the doorway of the L-shaped room. Figure positions represent general location and we can imagine there is movement of figures in that space.

Game-wise though, yes. Marksman attacks 1-2 spaces away even when the visuals of the map make it seem weird.

Ok. Then what about The Kid? The Gate Mastery skill indicates that monsters and cultists summoned to a Gate in her area take damage equal to half their health. That seems straightforward, but... is it half their starting health, or half their remaining health?

How can their health be anything but starting? It only affects them when summoned (ie, placed onto the board initially), when they always have full starting health.

And her 2nd level skill in Gate Manipulation lets her do this is she's adjacent to a Gate? So, same map, and she could be downstairs, adjacent to the room with the yellow Gate upstairs, and monsters and cultists would be impacted?

Again, yes. If she's in the L-shaped room on the lower level, she affects things summoned at both the yellow and red gates.
