If paramilitary escort was on the dispatcher however, whichever character the dispatcher moved would remove a figure as that pawn left the city.

Can't believe I missed the second question :P

You can use all of the powers. There is not a specific list but it applies to the buildings of a region, any repair symbols or abilities that may apply to that region only (meaning that ship upgrades cannot be used).

Generelle Frage zum Spielende:
Wir hatten letzte Mal den Fall, dass die letzten beiden Karten des Stadtkartenstapels genommen wurden aber der nächste Spieler erst während seiner Aktion die letzte Aufgabe erledigen konnte. Er konnte danach keine Stadtkarte mehr ziehen (waren ja keine mehr da). Wir haben das Spiel als 'gewonnen' deklariert - ist das so richtig?

And we did fine, though not necessarily because of those particular decisions.


Yeah, we happily stuck Paramilitary Escort on the Colonel for specialisation in Faded suppression, and were very happy with the results. The one issue with the Colonel is that he and the Soldier both have trouble finding cures, so even with 4 players, playing both is pushing things a bit, and the Soldier is that much more useful than the Colonel in any month with a Search (and isn't bad even without a Search).

Both Colonel and Virologist are ones I'd cast as "backup characters" - characters you turn to if you lose the main characters, or if you need extra help with their specialty one game.

"Being in the city X" is definitely a state of a character. So all abilities that refer to this state are passive and work all the time.
When Dispatcher moves Medic with "Drive/Ferry" from the city X to the city Y its state changes from "Being in the city X" to "Being in the city Y". And because Medic's ability is passive it works here and all cured cubes are removed from the city Y automatically after this change of state.
The term "leaving", IMO, doesn't refer to any action but describes exactly this change of state. Medic "leaves city X" and "enters city Y". Without doing any actions on its own.
Changing of the state is immanently connected with the state itself. You can't change your state from "Being in the city X" to "Being in the city Y" without "leaving the city X" and "entering the city Y".
That's why "Paramilitary escort" should work passively too, IMO. I think, if game designers intended it to work during its character's turn only they would define it more clearly, with some special rule or with different wording of the upgrade, e.g. "When you move at your turn out of the city...".
Could be that I'm missing something, of course. But I don't think that it's the difference between "being" and "leaving".


What I think you're missing here is the difference between "during the Dispatcher's action" and "between Dispatcher actions" - during the Dispatcher's action, everything on the moving character's sheet is ignored completely. So PME is turned off while the thing that would trigger it is happening. In contrast, the Medic's ability just needs for a cured disease cube and the Medic to be in the same city at some point, (or for something to try adding a cube of a cured disease to the city where the Medic is) and that's still true after the Dispatcher's action ends.

Yeah, tactical losses are only sensible in exceptional circumstances - most of the time, you should attempt to win.

On the other hand, adding a couple of blank cards to the deck (from 0 funding) gets you an extra turn at the end of the game, delays the first Epidemic a quarter turn on average, the second Epidemic three quarters of a turn on average, and the remaining Epidemics a flat turn - and that's before getting any effects of the cards themselves. One extra turn on top of the 23 you'd get with no funding doesn't sound like much, but considering how often a game comes down to one turn either way, that turn's going to be a lot more significant. Another example of not all turns being equal in terms of effect on win percentage: if you automatically lost the game after 4 turns, you'd see a lot less than 15% of the number of wins (before Legacy effects kick in, the earliest possible win is turn 5).

It's anecdotal, not exactly strong evidence, but our 15 games included 7 with funding and 8 without; we lost 1 of the former and 3 of the latter - a 14.3% and 37.5% loss rate (or 85.7% and 62.5% win rate) respectively. Personally, I'd guess that funding/no-funding makes closer to a 10-15% difference in win rate than a 20-25% difference, but that's still a lot more than the 4% you'd guess just from looking at the number of cards added to the deck.

Another major contributor to the win rate is that difficulty (deliberately) varies from month to month so when you go from an easier month to a harder month, you're more likely to both have no funding and lose; when you go from a harder month to an easier month, you're more likely to both have funding and win.

We (I) totally made a mess of this. I misunderstood what it was saying about cards going into the discards or end-of-game area when you recon. So in February we shuffled all the new cards into the decks. We then proceeded to draw unconnected city after unconnected city and lost to 8 'incidents'. We then played again in February and did it again, so the West coast of the US is a wasteland of depopulated cities now. During play of March we realised the mistake when we did a second recon and I re-read the section on connecting cities.

I'm now wondering if we should retcon the cities on the west coast to a higher population. We'd probably have still lost twice in Februrary but our unconnected cites wouldn't be in the state we're in now.

In my defence, while the wording is pretty clear in the recon on what you should do, it's still quite confusing since some cards are going into the discard, some into the end-of-play and some into the reserve and none of that stuff is in the rulebook, just the cards you get when you recon.
What I still find confusing is why the game makes this distinction between the 'first' connected city and all the others. Is it just for cards that affect the discard and end-of-game pile? Why not just put them all into the reserve when you recon?

Yes, you should read each new card at least twice, and make sure all of you understand what they say before you make any changes.
