My group pulled a move last night that I'm pretty sure isn't legal, but I wanted to make sure. We had a card come up that would have caused an outbreak. Upon seeing it, we used an unfunded event to remove one of the cubes so it wouldn't outbreak. Their argument was that it says to use it at any time and that it doesn't cost an action, so the time between drawing the card and adding the cube counts as "any time." Legal/illegal?by rmsgrey

We have viewed it all as part of the single, final search action. All the resolution and fallout from finding the soldier gets done and you cannot interrupt portions of that to take other actions or do anything (like cure out of turn). Once everything is resolved, characters removed, Civilians added, objectives ripped up, etc, THEN you can complete your turn with any remaining actions.by EdHaag
There is one exception. The card "Resiliant Population" may be played in the middle of resolving an epidemic card, in between the Infect and Intensify steps. This exception is written right on the card, however.by Grandmartoni

We got Blue because while we were going to cure it on the next turn, the Epidemic put it ahead of Red. Luckily we managed to keep it pretty well in check and managed to eradicate two of the other diseases before the end of the game for their bonuses.
