During this haunt, you have to entertain Jonah. Under the side goals, one of the ways to entertain Jonah is by "telling him a story," which requires you to "discover" Otherworld cards.My fellow players thought that in order to take this action, you needed to be on a tile that allowed you to explore the Otherworld, as per the base rules. Thus it was a relatively useless option.
I told them that was not the case, that it was an open option regardless of the location of your character on the board. My reasoning being 1) the haunt rules supersede the base rules. 2) This particular haunt provided the option to "discover" Otherworld cards to appease Jonah as an tool-like action, similar to using an item or omen card, or other special actions from other haunts. Therefore, you could "discover" Otherworld tiles without having to "explore" them from a specific tile while this haunt was active.
From a more semantic-specific game-mechanic perspective, the base rules and rules of this haunt distinctly use "discover" and "explore," so they must be two different things. In other words, "exploring" enables "discovery." I thus concluded this haunt allows you to bypass "exploring" from specified tiles and go straight to "discovering."
