Maybe I’ve been getting different haunts then you, but mygroup hasn’t run in to any unclear rules ( the only times we’ve questioned the rules is when the least experienced player was the traitor and needed to keep asking questions but not wanting to tell us the exceptions the haunt gave her. But that’s been my group’s own issue not a rules issue, as I see it in my experience)
I would say the unclear rules were more a fault with the original Betrayal, more than Legacy. One of my biggest compliments about Betrayal Legacy was that it actually added more structure and clarity to the ruleset.
