This is a situation that came up for us in September, but could happen as soon as you recon the middle east. Spoilers for what happens after you recon the middle east + what happens after you get a forsaken city.

So, we were in September, and had not yet forsaken a city (gotten one to 0). Because of this, we had not yet used the corresponding Turning Point card & gotten Rule Sticker A.

One of our Cities, Istanbul, had 1 population and Three Hollow Men on it. And Two Plague Cubes. Yikes! So we built a research center there (didn't have bunkers yet), to save it at the end of the game. And then....

It got its 4th Hollow Man a turn before we ended .

It immediately went to 0 population, but we do not get the rules for Forsaken cities until the end of the game you are at 0 population. So we play out the rest of the game (all of a turn).


So two questions:
1) in the order of operations, you lose a population for a plague cubes and hollow men, and then you gain one for the supply center. Since you cannot go below zero, does that mean it ends at 1? There is also the rule of "If the city would decrease and increase, you do not need to change it". So does going down at 0 count as a decrease, thus stay at 0, or does it not, thus going back to 1 (and not acting on our turning point card?)
2) If it stays at 0, can we then put a permanent research station there? So it would stay forsaken for a turn but at the end go back to 1? (Given that research centers don't burn down the way they do in Season 1).

The way we read it was that it was left at population 0, but we could perm the center. Although we haven't played October yet, so we can fix things if we are really wrong.
