I play it as you stop moving on the Helipad. No matter how much you have left.
You need one more movement to get onto the H-C. just like at the start of the game you use one moment to get from the H-C to the Helipad.
So yeah it's called a Hangry category card. they are designed to be brutal. or brutally helpful.
