I think this is right...
If you pass a player with all treasure types and you played:
- a normal move, then they have to give you Heart of Vulkar.
- a move that lets you steal treasures, they can choose to give you any type of treasure.

I think this isn't quite right. If you're using a move that lets you steal a treasure, they give you the Heart and any other treasure they choose. That's my understanding, anyway.
That is my understanding as well.
I don't have an official answer on this one because it is a weird timing issue. If the action card triggers first, they could choose to give you the Heart, in which case they wouldn't have the Heart to trigger from the hopping over. That's how I would rule it since the action card is played first, it triggers first.
It's certainly not going to break anything to expand the tote bag power.
That makes sense to me. (Stealing 1 treasure and the Heart seems a bit much anyway... maybe just because I never considered it before.)
I think I will boil it down to this for simplicity:
If you are passed, give up the Heart if they want it.
If you are passed and stolen from, give up the Heart if they want it, else any treasure.
If you get knocked down, give up first the Idol, then any treasure.
And since the distinction between "steal" and "lost" is a bit technical, I will probably allow the Tote Bag to protect from either for simplicity. (If that doesn't work out, I might just write "if knocked down" to that card.)
