And my group assumes that a tile with the text “make a speed roll of 3+ if you fail stop moving” would be separate from the obstacle rules of you can always move 1 from your starting tile.

In the unlikely event you were in such a room, with 3 or 4 obstacles and you are not the traitor; then you would have to succeed at the roll on the tile to move your minimum 1 move.

(We have not encountered this situation or a tile that would make this possible yet, but it is my understanding from playing several games of betrayal.)

This is correct.
If you don't succeed at that roll, you can't move out of that tile.
