Under some circumstances, inoculating infection cards actually can reduce the number of hollow men in the current game, by reducing the number of cards mixed in with the hollow men and thereby increasing the odds that hollow men cards will be "wasted" by being drawn consecutively (if you draw 4 hollow men in a row, you still only add 1 hollow man to the next regular infection card). That only applies to the very next epidemic, though. And unless the number of cards was already small enough that you were likely to redraw them all between epidemics, it can have the opposite effect.[/o]
