A few questions came up in our games last night, and while I ruled on them as best I could with a few glances at the rulebook, I'd like to check on here for some confirmation.1. If a player is knocked out and then the game ends before he has a chance to join the war, is he considered eliminated? At the very least, he couldn't do any of the "Held On" bonuses, since he didn't have any territory. I felt like I read that this situation counts as an elimination somewhere, but I couldn't find any passage supporting that.
2. When the stack of coin cards is depleted for the first time, a red star is awarded to a player. Does it go to the player with strictly the most territories, or the player with the most territories + population? I ruled that it was just territories, after a careful reading.
3. If the stack of coin cards is depleted and there is a tie, no player is awarded the red star. However, after the stack is replenished, if it is depleted again, is the red star awarded since it wasn't ever awarded the first time? My gut says that rules-as-intended it should, but rules-as-written it doesn't.
