Well, for us, Maul more often than not is the winner of the Jedi battle, so time is not on Naboo's side. Plus, TF tends to see more bonus cards, thus providing more possibilities for activating droids in the palace while Naboo needs every single Anakin card they can get their hands on (often enough Anakin can't even reach the Command Ship through one cycle of the Battlefield cards, that's how horrible he rolls). Naboo mostly gets 2-3 PG, while the TF gets up to 4 BD with an activation, 1DD + 2BD is still miles better than a 3-PG activation (although the DD usually targets one of the name characters).And the second floor (well middle floor, I know I call the bottom the first floor, some freaks call it the ground floor and the middle floor first floor :D ) has a number of droids that can whittle out space in the entry area too.
