It's not like the TF needs to bring in more troops from the battlefield initially and by the time they need to reinforce, many more PGs are dead as well and Naboo should be thinking about heading for the top floor before they are all wiped out.
The problem is that it's equally easy to kill Battle Droids and Palace Guards, and the TF will need more droids at some point.
The Palace Guards don't really need to head up to the Throne Room if they can keep more droids from entering the palace.
