But, the White Sticker is clearly a 'sticker' itself. It should technically block a territory as a legal starting territory. (Although, the intent is probably otherwise.) The Starting Location rules only list cities and Scars as 'Marked' in the Parenthesis, so it is likely that they were only excluding marked territories with those particular marks from the list of legal starting territories.
