Maybe make it random.Roll a die for each character, if a character has the Paramilitary Upgrade roll 3 dice.
Whoever gets the highest value on an individual die is the chosen one. If the character with the Paramilitary Upgrade is not Sagittarius , you remove/peel the upgrade.
