I'm not sure how that works. Normal diseases outnumber C0dA three to one. The only way C0dA fires are coming up more than normal diseases is if you've been fighting the diseases or you have a nasty setup.
First, I should clarify that I meant it was more likely than any one of the other diseases. i.e. more than 25% rather than more than 50%.
On the other hand, I can easily envisage C0dA causing more than 50% of the trouble. Partly because it can't be cured, so is going to remain a problem throughout the game while other diseases are being cured or even eradicated. But also (start of May spoilers):
[o]• Scarring because of the Faded amplifies the logistical problems inherent to dealing with C0dA.
• When cities of other colours fade, C0dA becomes proportionately more of a problem and those other diseases proportionately less.
