It's not a tough decision, though; it's math. ("I want to end up with four guys here, and to get there I need to go here, here, and here, so I need at least 7 guys...") Laying the guys out instead of counting on his fingers lets him do the math faster, which makes the game more fun for everyone else.

If he has occasionally done this before, then it doesn't seem fair for the other player to tell him he can't, after he's already done it this time; if the other player has decided he doesn't like it, then he should say, "next time please don't do that."

Verdict: two randomly selected players get to punch the complaining player in the nuts. The reinforcing player gets to continue playing the way he's been playing, because it really is better for everybody.
