All the coast action does is move your vehicle during your move step 1 space regardless of what the die says. It also prevents you from being able to use the Road die.
The On Fire status makes it so that after you move during your move step, you roll the Fire dice.
Coasting is a move during the move step. The Fire die is not the Road die. So, it gets rolled.
