About minions.
Minions are tied to specific heroes and are always part of the fight if you include the hero. You can not mix and match minions and heroes. If you want to play Casey Jones you have to play Raph. And April O'Neil will always be there if you play Michelangelo.
Correct so far?
I have no idea how the bad-guy minions fit in to this. When do Baxter Stockman or Bebop and Rocksteady come into play? Are they tied to Shredder or Krang or are they only part of Adventure mode?
Minions are like sidekicks for the bad guys. Most of the heroes in Unmatched, including the turtles, have specific sidekicks who always go into battle with them. They have cards in their deck that are only used by their specific sidekicks. Looks like the Turtles will be the same way. Each Turtle has one specific sidekick they will always and only be able to use as their sidekick. Leo has Splinter, for example. Minions are more of a mix and match. In the Tales to Amaze set that released a while back, there are six minions. Each minion has it's own deck of cards and health dial. You can pick and choose which minions to add to the game to fight alongside the villain. One minion is chosen per hero in the fight. So if three turtles are playing against Shredder, you will pick three different minions to add to Shredder's side. Pick at random, or intentionally. At least that's how it works in the previous set.
