This is probably the key. It is cumbersome, but it is what you need to do. In a 2-player game, much of the challenge comes from only having two pawns to cover the world, but you have a pretty good chance to draw sets by chance.
In a four-player game, you have more pawns, but your sets won't come easily. So you need to focus less on handling agents and more on sharing knowledge, and you need to find/build the shortcuts and abilities that make it happen.
If you just wait and hope for the sets to collect themselves, it's going to be hard to get them in time.
