You're "my people" or in other words, your heart is in the right place. I made 2 deck designs and I went to considerable trouble trying to make sure that they were balanced. I detest power creep and I think it's silly if your character is so overpowered that he just beats on Medusa and Bigfoot and such. My decks have a roughly 50% win rate against multiple characters that are mid tier. (I initially tested them against Raptors, Alice, Beowulf, Dracula, Buffy (Buffy's decent, the other fighters in the box are not) Bruce Lee, and so on... the characters that a year or two ago were mid tier.)
(My decks are a Minotaur with his own evolving labyrinth (wall tokens) that blocks and traps fighters and he can exploit that (but they can discard cards to get rid of them if they really need to) and a Living Dead Zombie Horde consisting of stackable 1 hp tokens that combine into 1 fighter or de-stack and can surround mob and infect. The Minotaur surprisingly performs well against Medusa, but worse against some lower tier guys and the Zombies have less cards to prevent them from getting an exhaustion win.)
