I'm a bit late to this but I thought I'd add the way we just did it in a very democratic way. All 4 players voted on which power they wanted for each of the 5 factions. If the vote was 3-1, then we'd roll a die with '1-3' being the one power that 3 voted for, '4' is the other power, and '5-6' is a reroll. Anyhow I think this is maybe the best way imho.
All of my choices went into effect except for the 3 of a kind for a kind of a critical hit--and guess what, none of the 3 people that voted for it wanted it. It doesn't surprise me at all that it occurs ever so rarely and then on something unimportant. Of course it might be worse if somebody wins with just some crazy luck.
