Mop Up returns agents to the supply, the same as Neutralise Agent does. I don't have an explicit rule to cite to prove this, but if they were intended to be permanently removed from the current game the rules would have been very explicit about this as players would regularly miss it otherwise. Plus it thematically wouldn't make much sense - why would you be penalised for eliminating Soviet agents rather than just dislodging/exposing them or whatever?↧
