You only use the Contamination stickers if you had an Outbreak Token on the board. And if you don't know what they do, then you just have not yet reached the part where that rule is implemented to be pasted on the manual with a sticker. It's nothing major to be honest. You'll see it's a small extra when that sticker is present on a city.
