If you "get through" the entire Infection deck, to me that implies you do it after you empty the deck, not before needing another card
I don't see why you wouldn't be able to use Lockdown - both effectively want to happen at the same time, so players should be able to choose to Lockdown after resolving a card and before shuffling.

[o]This seems like a very difficult situation to put yourself into, mind. At the very least you'll have something like 45 cards in the infection pile by the time you recon Cairo, even if you box the maximum 30 that still leaves ~15, meaning you'd have to destroy like 6+ more. You can do that with the Scientist, sure, but it's still not easy. Without a really concerted effort it seems unlikely, and knowing how much it will raise your infection rate, I can't see why you would do so in a normal playthrough. But it is a valid rules question I suppose overall so eh.[/o][/o]
