My group just played this yesterday and had a very similar experience since we didn't have much of the house explored. Because of this there weren't that many number tiles down and there were constables everywhere. Oh and we all had low might. I feel like they could have done one of three things differently:

1.) Ensured that the constables were movable (possible with a distract action. You make a loud noise and a constable comes running. Downside if you screw it up)

2.) Ensuring the house is big enough. We found all the omens quickly. Leading to this issue.

3.) Having the constables patrol around a bit so you can plant evidence when they leave an area.

We actually considered having a thunderdome in the basement when we realized there's no way we were gonna plant evidence.

All in all. Still had fun with it (I ran and punched a constable and got arrested immediately). But we kinda felt like we had no good options. But that's bound to happend with a game w this much variance from time to time. Perfectly balancing every possible scenario with every possible house configuration is nigh impossible.
