We are through Chapter 11, and I'm not sure I agree. We've certainly had questions about things and I would never say it was 100% clear, but the success or failure of the traitor has seemed far more dependent on the board state when the haunt starts than anything else.

By that I mean how much of the house was explored before the haunt started, what items people have, etc. We had cases where the heroes quickly knew they had no chance, but we also had one haunt (can't remember which one) where the traitor didn't even get a turn because the heroes accomplished everything first. In other cases, it was pretty balanced and success came down to a single dice roll.
