Technically this is kind of up to the players.
The term must leads me to believe that if you HAVE an item to give (including otherworlds items), you have to give them up in exchange for the top item...
On the other hand, it could be seen as you must bury an item to AVOID taking the mental damage, but you can choose to take the damage.
My vote is for the second interpretation.
