This is a pretty standard Risk rule. Don't think of it as retreating, it's actually ceasing the attack. The aggressor may choose to stop attacking after each battle (throw of the dice). In addition, as long as there's one troop to leave behind in a territory, the aggressor may likewise attack as many different places as he chooses.
