The rulebook already says this. It says, "Your figure is knocked over when any part of your figure other than the base is touching the island, or if your figure is off the island"

Can you elaborate the sort of situations that your house rule would cover that this doesn't?

I would interpret the house rule this way. Saul (green guy) running down the path to the scar from the helo pad has stopped 2 spaces from the treasure space with 2 treasures (the space where the path jogs to the right). An ember is flicked down that path & hits Saul. He is pushed down the path to the treasure space and is pinned against the wall (this has happened at least 2 times to me). If his base is flat on the path, I call it a near miss (Saul actually jumped!! to a ledge). If the base is tilted and Saul is leaning, it is a knockdown.

Saul seems to be the only character that this has happened to, which makes me want to house rule different playing characteristics for each character based on their appearance. For example Saul slow, Purple quick, LA cool and island wise, yellow panicked, blue not sure yet. I'm still just thinking about how to do that.
