Interesting. This wasn’t covered in the rules but it’s a good question. Glory is worth something. So if you raid, and there’s no upgrade to be had, you would still be able to earn a Glory IMO because you’re giving an enmity to cover the site.Now is this wise? No.
Could you houserule it somehow? Don’t think it’s a good idea to let the player have an alternate benefit. A weak Glory is a weak Glory. I’d suggest that if someone at your table does this, and you see that the section of the upgrades corresponding to that port is empty that you remind them of this before they commit to the action.
