Mathematically, it's possible to do it before the first Epidemic.
You can also, in principle, completely eradicate all 4 diseases before the second Epidemic.
Both require substantial luck, and some risk-taking from the players (or knowing that the decks have been stacked), but it's not mathematically impossible...
