we based this partly on the fact that if your car is not supposed to move in a turn (i.e., it's not on the card and any wild is used on a different car), there is no way to determine when in the order it would take those extra 2 spaces. coupled with, there is no "move" to "end" if your car didn't actually change positions.

The latter is the correct reasoning. You have to end your move there, which means you have to have actually moved there on your turn.
