the Tough power allows you to extend you move by 2 extra spaces if you end your move adjacent to a rumble strip.
the question came up last night, what if you are adjacent to a rumble strip at the start of a turn and your car doesn't move? should that count as ending next to the rumble strip?
we ruled that the extra two spaces only apply with regard to the turn/movement that put you next to the rumble strip; if you don't use it immediately, you cannot save it for later.
we based this partly on the fact that if your car is not supposed to move in a turn (i.e., it's not on the card and any wild is used on a different car), there is no way to determine when in the order it would take those extra 2 spaces. coupled with, there is no "move" to "end" if your car didn't actually change positions.
