I'd say, place the starting ones where your gut tells you to -- wherever you want to place them. Legacy's best feature in my opinion is personalized customization: making the world on the board your group's own unique world with a unique story.(We placed ours to mirror the regional resource wealth of Earth also with a few in the BRIC nations and other difficult to hold, or strategic, non-desolate regions.)
