Jean-Philippe is correct, we had that action. So much of the world had fallen that once we had the end game in sight, we used that action on Forsaken cities, just to salvage some points.

I found the game roller-coasted us as to what to worry about, switching back and forth a lot. Like regular Pandemic and S1, we started off worrying about infection cubes, then moved to Hollow Men, then spent a lot of time trying to balance Inoculating / needing cities so that not every card we drew wasn't Hollow Men Gather.
We did all of November without placing a single infection cube on the board...
