I think this is a generic question, but I'll put it in a spoiler just in case. We came across this situation last night, and we found nothing in the rules that explicitly addressed it.[o]
During Step 2 of the Setup, as a result of the Legacy Deck, we put cards in the Player Discard and the Game End areas. Do those cards remain there, or do they get shuffled into their respective decks?
We know that it's possible for these cards to have been placed in the middle of the game, not just during setup. And in the middle of a game, those cards would not be shuffled in. But during the setup? We could see it going either way.
This is significant because it would have added cards and would have changed how many Epidemic cards are added to the Player Deck.
Since we did NOT see explicit instructions to add cards from these locations to their respective decks during the Setup, we left them where they were. And we will add them to their decks for the next game.
