Hmmm, difficult. We were uncertain whether we could trace a sea lane from Med haven to Cairo, so we decided by tossing a coin lol.
Anyway, now I think that it is not supposed to be allowed, because the position of the haven, islands and sea lanes intentionally block that route.
My opinion is that:
Istanbul:N. Atlantic Haven (and/or London?) Not allowed
Med Haven:Cairo? Not allowed (I will erase mine)
Tripoli:Istanbul? Allowed
Tripoli:Lagos? Not allowed

I think sea lanes need to be separated at all times. Otherwise, they could have put together sea lanes coming out from Mediterranean sea.
But sea lanes can curve, why can't you connect the med haven to Cairo?
