It's not much different than any other event card, it's useful when the situation occurs otherwise not so much. If you don't have cubes in the reserve then yeah it's pretty useless, just like removing plague cubes is useless when there are none around, but if you see how the stockpile and reserve develop over the months you will find it has its worth eventually (if you still happen to have funding at that point) :D↧
