If there are less than 30 cards, so that you could do them all (I think it should be around that number if all black cities are connected), there is a character upgrade (I think in November) that let's you take those back, so you would need to take that. Otherwise there are several upgrade that make you be able to use less cards or potentially at least 1 card of a different color.2. You would need to spend your end game points to bring it back up to at least 1. If you missed all the clues for it, the objective would still let you know in the first game of December so you can spend your end game upgrades from the December game 1 to bump it up to probably more than 1, so you can't get screwed over by Hollow Men there during the game in a worst case scenario.
