[o]Your game has gone a bit different than ours ... zero? How did that happen? It seems like forsaken and infested only talk about cities, so I would say no to both, it's just at 0 with no other effect.[/o]
This will be full of spoilers if you haven't reconned everywhere, but we had a haven fall to 0 population as well.
[o]Right, so the last lost haven you can find is the one off the coast of Australia. It's been all but abandoned, and starts with a population of 1. Our first game in October had a Hollow Man start in Jakarta. It's one step away from that haven, so of course we built a red communications tower and moved him there. In retrospect, maybe not the smartest plan as then we realized at the end of that game the population of the haven was going down to 0. [/o]
