Each of the Recons has a line leaving the city. That is the line connecting to a new city which you can uncover by doing to recon action. The writing on the board indicates what you need to do to recon.
To recon from London, this shows you need to have built a supply center in London, and then a player, in possession of four different blue cards must discard them using an action while in London.
Some recons don't require different cards, and permit multiple copies of the same card to be discarded as part of the action.
