In terms of balance, the game probably works fine. Might be a little harder for a game or two if the new characters haven't had any upgrades or if the old characters had upgrades that specialized them for the setup or because the strategy will change. But nothing fundamental.In terms of player experience, hard to say - Legacy games are really the best when you can experience the world changing, and starting from the middle might be less fun.
