Fun trivia question (at least I thought it was fun!):What is the maximum number of actions that you can have on a single turn in pandemic legacy (any month).
My best guess below (spoilers for quiz and the game!)
[o]Player 1: Generalist
Player 2: Non-starting character (becomes Rivals with P1) (Hacker upgrade)
Player 3: Non-starting character (becomes Family Member with P1) (Archive Access upgrade)
Player 4: Non-starting character (becomes Rivals with P3)
Generalist: 5 starting actions
Starting in the same city as P3: +1 action
P1 plays Borrowed time: +2 actions (now 6 cards)
P2 picks up Borrowed time: -2 cards (now 6) and plays it: +2 actions
P1 picks up Borrowed time: -2 cards (now 4) and plays it: +2 actions
P2 picks up Borrowed time: -2 cards (now 4) and plays it: +2 actions
P1 picks up Borrowed time: -2 cards (now 2) and plays it: +2 actions
P2 picks up Borrowed time: -2 cards (now 2) and plays it: +2 actions
P1 picks up Borrowed time: -2 cards (now 0) and plays it: +2 actions
P2 picks up Borrowed time: -2 cards (now 0) and plays it: +2 actions
P3 plays Flexible Aid Package and discards 3 cards (now 4 cards): +3 actions
P4 picks up Flexible Aid Package: -2 cards (now 5) and plays it: discards 3 cards (now 2 cards): +3 actions
P3 plays up Flexible Aid Package: -2 cards (now 2) and plays it: discards 2 cards (now 0 cards): +2 actions
Total: 30 actions
Have I missed anything?
