You're assuming it's not possible for cities to fall off the grid during play...
To be clear, based on the starting rules in the rulebook, is there a way for a city to go off the grid? I'm not seeing one and was confused why the first row of the endgame production chart starts at 1 since there's no way for it to go down, so I just wanted to confirm. If rules change in future years that's fine (and I don't want to know about it), I just want to confirm that I'm understanding the starting rules correctly.
Yeah, in the starting rules there's no way to lose cities (or havens) but who knows what might happen? I don't, having only played January so far, but given the backstory is that most of the world has fallen off the Grid, it doesn't seem too out of bounds...
