At least for the Prologue objective, the Laborer is more like the Scientist than the Operations Expert - Supply Centers in Season 2 are more like base-game Cures than Research Centers - you have to get 5 cards of a colour to create one, and doing so enough times is your victory condition.
Of course, once the full rules kick in and Recon becomes an option, you could make an argument for that being more of a Cure-equivalent based on it requiring a Supply Center, but in terms of strategy, I'd compare it more with disease eradication - something with a (presumed) long-term benefit, but requiring significant extra effort and not directly helping you win that game...
