That is true: You are under no limits as to how many cubes you may place in one area. This is true when you supply the grid the first time out, or when you use Deliver Supplies.
The population limit matters for the "Produce Supplies" card. When you use that, you can only go up to the population (So I recommend taking any cubes from that place before playing the card, since that's a free action :) )
