Lockdown: If this card is in the Infection discard pile, any player may discard a Player card to destroy this card at any time.

Infection improvements are in effect during: Game Setup, The Infect step during an Epidemic, The Infect step at the end of every player turn

I think I can answer your question: You can play a card to destroy (as in, remove from the game and all future games) that Infection card provided all the requirements are met. You could not destroy it if it was in the "Infect Cities" part at the beginning of setup because you are not dealt any player cards yet. However, you could destroy it after you're dealt your cards.
You cannot destroy the card during an Epidemic because Epidemics must be completely resolved unless an effect specifically allows it. Since the card would no longer be in the infection discard, you can't destroy it.
You can play the card to destroy it the second it comes up, however, the infection will still trigger because that happens the second the card is drawn.
