There was a comment somewhere about Season 1 from one of the developers (or reportedly from one of them) that they didn't try scaling by player count because original Pandemic didn't and they didn't want to playtest the options for doing so in addition to the Legacy-driven changes to the game.
We played PL1 with five players from February. No problem.
"On the brink" adds the five player option to vanilla pandemic by changing the number of event cards to two pr player.
In PL1 (and PL2) the event cards are regulated by win and lose.
I'm just afraid what will happens later, but I think we will handle it.
