You cannot put a HQ adjacent to another already on the board, However you can start a game in a major city you own, So what happens if you start the game in your major city when there is a HQ adjacent to it, can you not start there or do you never get an HQ or is your HQ placed in a territory you expand to that can legally allow it? IDK let me know↧
